Boosting Green Transition! EU Approves €1.3 Billion Investment for Modernizing Romania’s Transport

On October 23, the Romanian Ministry of Transportation and Infrastructure announced that the European Investment Bank (EIB) has officially approved seven new investment proposals from Romania under the Modernisation Fund during its second meeting in 2025. The total funding amounts to €1.3 billion, with an initial allocation of €300 million dedicated specifically to modernizing and decarbonizing the transport sector.

This latest approval increases the cumulative investment managed by the Ministry’s General Directorate for EU Transport Projects to €2.366 billion, all of which is earmarked for modernization and low-carbon development in the transport sector. The ministry’s previously approved project portfolio was already valued at over €1 billion.

According to the plan, the newly approved funds will be allocated across five key areas:

  • €299 million for replacing energy-intensive equipment in maritime, aviation, and rail sectors with zero-emission alternatives.
  • An equal amount (€299 million) is specifically allocated for procuring electric and zero-emission vehicles for road, rail, maritime, and inland waterway transport.
  • €250 million will be invested in building electric mobility infrastructure for communities and businesses (the e-MOVE RO project).
  • A further €299 million will be used to deploy charging stations along the national network of motorways, expressways, and national roads (the e-Mobility RO project).
  • €150 million is designated for energy efficiency improvements and climate resilience upgrades in maritime and port infrastructure.

This investment will accelerate the modernization of Romania’s transport infrastructure and establish a nationwide framework for electric mobility. In the long term, the projects will provide crucial support for implementing the European Green Deal, the Integrated National Energy and Climate Plan (NECP), and the national strategy for reducing greenhouse gas emissions.

The Ministry stated that it will subsequently develop detailed application guidelines for each approved state aid scheme and will publish them for public consultation on the official Modernisation Fund platform. The implementation of these investments will drive the transformation of Romania’s transport system towards cleaner, digitalized, and interconnected operations, making energy efficiency and sustainable development the new norm for the sector.
