Germany’s Solar Market Shows Mixed Growth in 2025, With Policy and Supply Chain Factors in Focus

Recent data released by Germany’s Federal Network Agency (Bundesnetzagentur) highlight contrasting trends in solar installation growth between 2024 and 2025. In April 2025, Germany added 838.5 MW of new solar capacity, marking a 19.4% decline from the 1,040 MW installed in April 2024. However, the figure represented a 2.2% increase from March 2025’s 820.2 MW. This monthly volatility underscores instability in Germany’s solar market, potentially influenced by seasonal patterns, policy shifts, and supply chain dynamics.

From January to April 2025, Germany installed 4.65 GW of new solar capacity, down from 4.98 GW in the same period last year, indicating a deceleration in growth following rapid expansion in prior years. Despite this slowdown, cumulative installed solar capacity reached 104.9 GW by the end of April.

In April, balcony solar systems contributed approximately 53 MW to new installations, while rooftop solar systems added 449.4 MW. These distributed solar segments are emerging as critical components of Germany’s energy transition, offering flexible and accessible solutions for residential and small commercial users.

Additionally, 151 ground-mounted solar plants with a combined capacity of 245.6 MW were connected to the grid in April. For the January-April period, balcony solar installations accounted for 152.7 MW, rooftop systems contributed 2,530.2 MW, utility-scale projects added 1,945 MW, and other systems delivered 46.6 MW.

While the growth rate of solar installations has slowed in early 2025, solar energy remains a cornerstone of Germany’s energy mix. To sustain momentum, the country must strengthen policy frameworks, accelerate technological innovation, and upgrade grid infrastructure to support the long-term integration of solar power and advance its energy transition goals.
