Recently, the Italian Ministry of Environment and Energy Security (MASE) introduced “non-price” criteria for photovoltaic projects under the “Fer X Transitorio” program, explicitly requiring that participating projects must use components “not manufactured in China.”
Effective from August 27, 2025, the “MASE No. 220/2025” decree officially came into force. The decree establishes a special tender channel for photovoltaic systems with a capacity not exceeding 1 megawatt (MW), mandating that participating PV systems meet several key conditions:
- PV modules must not be assembled in China.
- PV cells must not originate from China.
- Inverters must not be produced in China.
- At least one other core component (such as mounting structures, junction boxes, etc.) must comply with the “non-Chinese” requirement, and pursuant to Annex 2025/1178 of the EU Implementing Regulation, at least one other component must not be sourced from China.
Bidders must submit a commitment letter during the tender application to guarantee compliance with the above origin requirements. Failure to do so will result in ineligibility for Italian subsidies.
