PV Import Prices Double Overnight! Turkey Introduces Major New Rules to Prevent Low-Priced “Dumping”

Turkey’s Ministry of Trade recently issued a significant new regulation, sharply increasing the reference import price for certain photovoltaic cells and circuit boards from $85/kg to $170/kg—a staggering 100% hike.

The policy aims to boost localization in the renewable energy sector through stricter price controls and is expected to significantly raise the entry cost for imported PV modules, reshaping the international trade landscape.

According to the announcement in the Official Gazette, the new rules target unassembled PV cells, specific doped silicon, and blue circuit boards, setting $170/kg as the minimum customs valuation benchmark. This means that regardless of the actual transaction price, import duties will be calculated based on this threshold. Products priced below this level must obtain pre-shipment approval.

The regulation will take effect in 60 days and will be incorporated into Turkey’s import monitoring system, designed to shield the domestic market from cheap foreign goods.
