U.S. Initiates Second Sunset Review of Anti-Dumping and Countervailing Duties on Crystalline Silicon Photovoltaic Products

On August 1, 2025, the U.S. Department of Commerce announced the initiation of the second sunset review of anti-dumping and countervailing duty investigations on crystalline silicon photovoltaic products imported from China, as well as the second anti-dumping sunset review on products from Taiwan, China. Simultaneously, the U.S. International Trade Commission (ITC) launched the second sunset review of injury investigations for these products, assessing whether the revocation of existing anti-dumping and countervailing measures would likely lead to the continuation or recurrence of material injury to the U.S. domestic industry within a reasonably foreseeable period.

Interested parties must register with the U.S. Department of Commerce within 10 days of the announcement. Additionally, they are required to submit responses to the ITC by September 2, 2025, and provide comments on the adequacy of the responses no later than October 10, 2025.
