Recently, Mexico’s energy regulatory authority issued new regulations aimed at simplifying the permitting process for grid-connected self-consumption power plants with capacities between 0.7MW and 20MW, thereby promoting the development of small and medium-sized clean energy projects.
According to the draft agreement, applicants must submit a standardized application form approved by the National Energy Commission (CNE). Additionally, applicants are required to simultaneously submit either a grid connection request or a load center access request, with specific requirements to be followed as outlined in the technical specifications manual.
The new permitting process will take effect once the relevant implementing rules of the Electricity Industry Law and the Energy Planning and Transition Law come into force. At that time, the CNE will register the process in the National Registry of Procedures and Services and publish the final version of the application form and related guidance materials on its official website and in the Federal Official Gazette.
This reform is seen as a key step by Mexico to modernize its energy permitting system, particularly for mid-scale distributed generation projects. The new regulations are expected to accelerate the deployment of clean energy projects and further unlock the country’s renewable energy potential.
