The Ministry of Energy of the Syrian Arab Republic has formally signed the final concession agreement with an international consortium, led by Urbacon Holding and comprising Kalyon G.I.S. Energy, Cengiz Energy, and Power International (USA), for the construction and operation of eight power stations with a total capacity of 5000 megawatts. This signing is part of the Qatari aid package for Syria and follows the Strategic Cooperation Memorandum of Understanding for the energy sector signed on May 29, 2025, marking the entry into the substantive implementation phase of Syria’s power infrastructure reconstruction. Following the MoU signing, all parties have completed preliminary work such as site surveys and technical studies, laying the groundwork for the immediate commencement of construction.
The agreement was signed at the headquarters of the Syrian Ministry of Energy by Engineer Mohammad Bashir, the Minister of Energy, and Mr. Ramez Hayyat, President of UCC Holding Group, in the presence of representatives from the consortium companies and officials from the Syrian Energy Company and the Electricity Company. This move signifies the official transition of the project from the contract and technical preparation stage to the on-site implementation phase.
According to the final contract, four high-efficiency natural gas combined cycle power stations will be constructed: the Northern Aleppo Station (1200 MW), the Deir ez-Zor Station (1000 MW), the Zayzun Station (1000 MW), and the Muhardeh Station (800 MW). Simultaneously, four supporting photovoltaic power stations with a total capacity of 1000 MW will be built: Wadi Al-Rabi (200 MW), Deir ez-Zor (300 MW), Aleppo (300 MW), and Homs (200 MW).
The project will utilize globally leading power technologies, adhere to the highest standards of environmental protection and public safety, and be commissioned in phases according to an accelerated timeline. This project is crucial for restoring Syria’s energy system and driving economic growth. A stable power supply will facilitate the resumption of factory operations and the launch of new projects, enhancing the competitiveness of local industries by reducing operational costs and improving the investment climate.
The project is expected to create tens of thousands of direct and indirect jobs during its construction and operation phases. The application of modern technologies will also help cultivate a local technical team, achieving the localization of technology in the energy sector. Energy Minister Mohammad Bashir pointed out that this project will fundamentally improve the power generation deficit and provide a foundation for sustainable economic and social development. Mr. Mutaz Hayyat, Chairman of the Board of UCC Holding, emphasized that this public-private partnership establishes a model for sustainable development, which will drive the recovery of the industrial chain and open new pathways for regional cooperation.
It is noteworthy that this project sets the first major PPP model in Syria’s energy sector, demonstrating the attractiveness of its investment environment for international capital and laying the groundwork for introducing significant investments into key economic sectors in the future.
