This project has already met the bidding conditions and is now subject to public bidding.

2. project overview and bidding scope

2.1 construction site: minning town, Yongning county, Yinchuan city, Ningxia Hui autonomous region. the center coordinates of the plot site are 105 54 ‘43.98 “,
38 19′ 48.16″, about 30km away from Yongning county city.

2.2 scale:
the AC side installed capacity of the photovoltaic field area is 400MW, and the DC side installed capacity is about 480.2473MWp; Ningxia Zhongying Zhengyuan Power Generation Co., Ltd. and Huaneng (Yongning County) New Energy Power Generation Co., Ltd. jointly built a Minning Green Power 220 kV booster station, led by Ningxia Zhongying Zhengyuan Power Generation Co., Ltd. Minning Green Power Booster Station will be connected to the planned Minning 750 kV Substation with one circuit of 220 kV line at the end of the period, and will be temporarily connected to Xixia 220 kV Substation with one circuit of 220 kV line during the transition period.

2.5 planned construction period:
construction will start on may 25, 2026, construction will be completed on November 30, 2026, and grid connection will be made before November 30, completion acceptance shall be completed before May 30, 2028, with a total construction period of 190 calendar days

2.6 bidding scope:

all responsibilities and obligations related to the procurement, transportation, unloading, storage and storage yard, secondary transportation and management of all equipment and materials involved in the photovoltaic area and energy storage system of Longji Yongning 400MW photovoltaic power generation project of Huaneng Ningxia company from the supply of equipment and materials to the commencement of construction to the completion acceptance. All project construction preparation and construction; Equipment installation and commissioning; all kinds of special acceptance work and preliminary and process procedures; handover and procurement and construction work within the warranty period. 2.6.1 formalities

protection setting calculation (including protection setting calculation for 750 kV substation connected to Minning in the later period); Grid connection procedures and acceptance of power companies; The grid connection procedures and acceptance of Minning 750 kV substation in the later period, and the actual measurement and modeling of photovoltaic equipment; procedures for photovoltaic area access to booster station, grid connection procedures and procedures for later access and grid connection to Minning 750 kV substation, quality supervision, inspection and acceptance of power projects before photovoltaic module installation, power generation unit start-up, booster station power reception, main structure construction and commercial operation; All kinds of special acceptance work, relevant procedures before and during construction, etc. The bidder organizes the above procedures and bears the relevant expenses, to be responsible for handling the formalities for temporary land use for construction, the legality of the land must be guaranteed, and all risks arising therefrom shall be borne by the Contractor.

2.6.2 material supply and storage

2.6.2.1 photovoltaic modules, photovoltaic brackets, string inverters, box-type transformers, photovoltaic special cables, high and low voltage power cables, cable accessories and optical cables shall be purchased centrally by the tenderee.

2.6.2.3 procurement and deployment of intelligent operation and maintenance system, management platform, modeling and operation and maintenance APP for photovoltaic area of photovoltaic power station: unmanned aerial vehicle inspection system, photovoltaic intelligent diagnosis system, intelligent meteorological analysis, collector line monitoring, etc., including but not limited to unmanned aerial vehicle inspection system and supporting charging interface, intelligent communication management box (or data collector), box-type substation intelligent part, distributed environmental monitoring and safety unit (including meteorological monitoring station, camera AI identification function), collector line monitoring, etc. The photovoltaic intelligent diagnosis system includes photovoltaic loss decomposition, photovoltaic module dust analysis, photovoltaic module cleaning plan, photovoltaic module shadow analysis, photovoltaic module peak cutting loss analysis, photovoltaic module snow cover loss analysis, photovoltaic reactive power compensation loss analysis, photovoltaic power limit loss analysis, photovoltaic heat loss analysis, photovoltaic shutdown analysis, photovoltaic inverter efficiency, photovoltaic DC side health, photovoltaic group string shutdown, photovoltaic tracking system diagnosis, etc.

2.6.2.4 reasonably plan the storage and storage yard of equipment and materials: make partition boundaries with isolation piers according to the type of materials, set up obvious signs and responsible personnel, and avoid disorderly storage; Set up lighting, fire fighting and monitoring facilities, set up isolation fences around, set up special personnel for management, and do a good job in the management measures such as warehouse registration, safety inspection, environmental maintenance, regular inventory, etc.

2.6.2.5 the bidder is responsible for the storage of equipment and materials from the start of the photovoltaic project to the handover production period (separate itemized quotation can be made), and the bidder is responsible for the repair and maintenance of the photovoltaic project during the construction period and within the warranty period (the starting time of the warranty period is the time when the project passes the handover production acceptance).

2.6.3 engineering construction

2.6.3.1 includes but not limited to all equipment foundations such as on-site maintenance road works, earth-rock excavation and filling works, fence and gate works, support foundation, inverter support foundation, communication box foundation, box transformer foundation, weather station, auxiliary control system and intelligent equipment foundation, domestic and fire water system, sewage treatment system, etc; photovoltaic bracket installation, component installation and serial code spraying identification, inverter installation, box transformer installation, cable laying and connection, grounding construction and all electrical equipment testing and debugging; Installation and commissioning of domestic and fire pump rooms and sewage treatment systems, procurement and installation and commissioning of video monitoring equipment in photovoltaic areas, and procurement and installation and commissioning of video monitoring equipment and systems required by Huaneng New Energy Intelligent Infrastructure Management System; installation and commissioning of intelligent equipment in photovoltaic area, connection of photovoltaic power station to Yinchuan Intelligent Operation and Maintenance Center and Huaneng Group Intelligent Operation and Maintenance Center; System commissioning, trial operation, elimination of defects, etc.; Meet all related work related to grid-connected operation and operation of photovoltaic power station. 2.6.3.2 cable path excavation and filling from low voltage side of box transformer to inverter, cable identification and cable reservation marking, cable standard pile procurement, embedding, cable well or cable tap box construction, etc.; Cable and optical cable laying from high voltage side of box transformer to booster station (cables, cable accessories, optical cables and other materials shall be purchased by the tenderee), all high and low voltage cable joints shall be made, cables and optical cable shall be plugged and fused; cable test and third-party inspection, optical cable test and commissioning.

2.6.3.3 Be responsible for the construction of temporary construction facilities and all kinds of coordination work necessary to ensure the implementation of the project, including the configuration of the tenderee’s and supervisor’s dormitory and indoor air conditioning, conference room with sand table and 85-inch electronic display screen, office and office furniture, archive room and filing cabinet, archive box, temporary warehouse and shelf, toilet and bathing facilities, kitchen and stove, dining room, tables and chairs, domestic waste disposal and other temporary facilities;

2.6.3.4 Be responsible for the site leveling and compaction, original landform restoration, greening, garbage removal and transportation of temporary construction and living facilities, material collection yard, material disposal yard, construction access road and other temporary land, and ensure that the environmental protection and water and soil conservation of the project during the construction period meet the requirements of relevant laws and regulations and relevant departments of the local government and other construction preparations and construction work, if not, all responsibilities and expenses incurred shall be borne by the contractor; Responsible for site security during construction; Excavation and filling of cable path from low voltage side of box transformer to inverter, cable identification and cable reservation marking, cable standard pile procurement, embedding, cable well or cable tap box construction, etc.; Cable and optical cable laying from high voltage side of box transformer to booster station (cable, cable accessories, optical cable and other materials shall be purchased by the tenderee), production of all high and low voltage cable joints, fireproof sealing of cables and optical cables, optical cable welding; cable test and third-party inspection, optical cable test and commissioning.

2.6.3.5 The bidder is responsible for the deployment of 5G smart station equipment for the network in the photovoltaic area during the construction period, the deployment of wireless network in the photovoltaic area, and the construction of 5G new energy unattended station relying on mobile, etc.

2.6.4 special acceptance

2.6.4.1 ecological restoration and greening project: according to the approved “three simultaneous” construction scheme of reclamation, environmental protection and water and soil conservation, construction shall be carried out according to the “three simultaneous” requirements of environmental protection and water and soil conservation, landform restoration, reclamation construction and greening construction of construction area and temporary land, and timely replanting of non-viable and dead plants, ensure that the acceptance conditions are met; be responsible for the maintenance, conservation and replanting of green vegetation within the three-year warranty period; be responsible for flood control related work; be responsible for other environmental protection work related to the Project.

2.6.4.2 The bidder shall cooperate with all the work required by the special acceptance of the project (water and water conservation, environmental protection, safety facilities evaluation, occupational health, fire protection, engineering lightning protection, archives, completion settlement, etc.), completion acceptance and other requirements. Cooperate with the Employer to handle dispatching and power supply procedures.

2.6.5 other requirements

2.6.5.1 test and inspection: carry out the test and inspection of raw materials, semi-finished products, finished products, test blocks, test pieces and equipment according to relevant specifications, standards and contract requirements, and be responsible for the handover test and network-related test of photovoltaic area system and energy storage system, including project quality inspection and testing fees (entrusted by the tenderee to a third party), sampling inspection reports of various types of materials supplied by Party B (entrusted by the tenderee to a third party), pre-grid test of energy storage, and coordination work of broadband oscillation risk assessment of energy storage system; Responsible for entrusting a third party to conduct sampling inspection of energy storage batteries and material costs (reports that need to meet grid requirements) before grid connection of the energy storage system, such cost shall be borne by the Bidder.

2.6.5.2
the stacking site of the equipment and materials purchased by the tenderee, the material processing site, the solar lighting lamps and lanterns, the power supply and power distribution facilities in the construction area and living area, the construction and living water sources and supporting facilities, the gate for entering and leaving the construction site, and the guard room with special personnel on duty 24 hours a day, A certain amount of temporary traffic, parking lot leading to the power station indication sign, floor tile pavement and marked office area, greening of office area, LOGO and flag platform of both parties, materials and expenses required for various ceremonies such as commencement and grid connection, collection of publicity materials and production of promotional films, coordination of quality inspection and various inspection coordination, construction and living temporary construction facilities and various coordination work.

3. Qualification requirements for bidders

3.1 General qualification conditions

(1) Bidders are independent legal persons or other organizations legally registered within the territory of the People’s Republic of China, with independent capacity to bear civil liability and the right to conclude contracts independently;

(2) the bidder shall meet the following conditions in terms of finance and reputation:

① it is not in the process of being ordered by the administrative department to stop production, suspend business or enter bankruptcy proceedings;

② it is not within the scope and punishment period of the prohibition of bidding confirmed by the administrative department or the relevant documents of the units in the system of China Huaneng group co., ltd;

③ In the past three years, there has been no record of colluding in bidding or fraudulently winning the bid or serious penalty for breach of contract on the Credit China website, and there has been no major and above quality accident or major and above safety accident caused by its construction identified by relevant departments;

④ has not been included in the list of serious illegal and dishonest enterprises or the list of abnormal business operations by the market supervision and management department in the national enterprise credit information publicity system;

⑤ has not been included in the list of dishonest persons subject to enforcement by the Supreme People’s Court on the “Credit China” website (.cn) or credit information sharing platforms at all levels.

⑥ legal persons, other organizations or individuals that have an interest relationship with the tenderer and may affect the fairness of the tender shall not participate in the tender. (2) performance requirements: the bidder shall provide at least one 200MW and above centralized photovoltaic power generation project construction performance or PC general contracting or EPC general contracting performance in the past 3 years (starting from January 1, 2023, subject to the time of signing the contract), and shall provide photocopies of the contract (including the signature and seal page, signing time page, project scope page and other supporting materials), at least one settlement VAT invoice or phased receipt and payment invoice shall be provided for each performance (the institution project may provide appropriation voucher), otherwise the performance shall be treated as invalid performance.

(3) qualification requirements for project management personnel:

① the project manager to be assigned by the bidder must hold a first-class registered construction engineer certificate (major in construction engineering or mechanical and electrical engineering), and must provide an electronic certificate signed by hand at the personal signature. if the handwriting is not handwritten or is inconsistent with the handwriting of the signature image, the electronic certificate is invalid; provide effective safety production assessment certificate (Class B); The proposed project manager shall have served as the project manager of a 200MW and above centralized photovoltaic power generation project construction or PC general contracting or EPC general contracting project since January 1, 2023 (subject to the time of signing the contract), and provide a scanned copy of the performance contract (including the first page of the contract, the signing time and the signature and seal page, the scope of the project, the contract project manager and other key pages). If the identity of the project manager cannot be proved in the performance contract, the bidder can provide other supporting materials that can reflect the identity of the project manager, such as the company appointment document or completion report or Party A’s certificate, otherwise it will be treated as invalid performance.
