According to Lao media reports, on December 13, 2025, Phase I of CGN’s Northern Laos Interconnected Clean Energy Base—the 1000 MW solar project in Oudomxay Province—was officially launched. This project, developed by CGN Energy Technology (Laos) Co., Ltd. in collaboration with the Lao government, is not only one of Laos’ largest renewable energy development projects to date but also marks a critical step forward in the construction of the clean energy base in northern Laos.
The project demonstrates significant operational benefits upon commissioning. After Phase I is fully operational, it is expected to generate approximately 1.7 billion kilowatt-hours of electricity annually, sufficient to meet the electricity demands of around 10 million households. Beyond local consumption, surplus electricity will be transmitted to Yunnan Province, China, via the China-Laos 500 kV power grid, injecting momentum into regional energy transition and enhancing the stability of cross-border power supply.
The project achieved remarkable efficiency in its advancement. Construction commenced in September 2024 under a concession agreement, with around 800 technical experts and workers engaged in the project across seven villages covering 2,090 hectares in Muen Sai and Na Mor districts. Prior to the official launch, the project had completed all land clearance and mine-clearing operations, with substantial progress also made in the construction of internal roads and power infrastructure.
Reflecting on the construction timeline, during an inspection by Oudomxay Provincial Governor Bounkham Lachanpheng on May 29, 2025, it was confirmed that all clearance work had been completed, 95.74% of mine-clearing operations were finished, over 81% of internal road construction was completed, and nearly 60% of power pole installations were in place. Currently, solar panel deployment has commenced, with 3.56% of mounting structures installed and 1.89% of panels installed. Preparations for transmission infrastructure are also underway, with surveying and site confirmation completed for 43 power pole foundations.
