China Energy Engineering Corporation Signs EPC Contract for the Largest Solar-Plus-Storage Project in the Philippines

On October 23, 2025, China Energy Engineering Corporation (China Energy) signed the EPC contract for the South Block of the MTerra Solar project with Terra Solar Philippines, Inc. (TSPI). The contract covers 1,050 MWp of photovoltaic capacity and a 1.2 GWh energy storage system. Specifically:

  • The onshore contract was awarded to GEDI Construction Development Corporation, the Philippine subsidiary of China Energy’s Guangdong Engineering Design Institute.
  • The offshore contract was awarded to China Energy’s Guangdong Engineering Design Institute and China Energy International Group.

The South Block of the MTerra Solar project is located in the provinces of Nueva Ecija and Bulacan on Luzon Island. The total planned installed capacity for the entire project is 3.5 GW of photovoltaic power stations plus 4.5 GWh of energy storage. It will be constructed in two phases: Phase I is expected to be completed in 2026, and Phase II in 2027. Upon full completion, it will become the largest solar-plus-storage project in the Philippines.
