according to the relevant work requirements such as the implementation plan for deepening the market-oriented reform of new energy on-line electricity price in Guizhou province (trial) (Guizhou development and reform price [2025] No. 659) and the detailed rules for the bidding implementation of sustainable development mechanism for incremental new energy projects in Guizhou province (trial) (Guizhou development and reform price [2025] No. 663), our Committee decided to carry out the bidding work of electricity price for 2026 new energy incremental project mechanism, the relevant matters are hereby notified as follows:
1. bidding subject
(I) participation scope
1. centralized project. For centralized new energy incremental projects that are put into operation or planned to be put into operation from January 1, 2026 (inclusive) to December 31, 2026 and are not included in the mechanism electricity price, the bidding list of centralized new energy incremental projects in 2026 provided by the provincial energy bureau shall prevail, and the relevant information of the list shall be released to all project units by Guizhou electric power trading center point to point. Centralized new energy incremental projects that are not included in the mechanism tariff before 2026 are equally eligible to participate.
2. Distributed (including decentralized, the same below) project. Distributed new energy incremental projects that are put into operation or planned to be put into operation from June 1, 2025 (inclusive) to December 31, 2026 and are not included in the mechanism electricity price can apply for bidding qualification. Projects that have passed the examination and received the confirmation notice of point-to-point qualification examination from Guizhou Electric Power Trading Center can participate in this bidding.

2. bidding parameters
(I) mechanism power scale
the total mechanism power scale is determined according to 70% of the estimated online power of new energy incremental projects, and the total mechanism power scale is 15.3 billion kwh, of which wind power is 10 billion kwh and photovoltaic is 5.3 billion kwh.
(II) declaration adequacy ratio
wind power, photovoltaic bidding declaration adequacy ratio lower limit is 125.
(III) mechanism power ratio
wind power, photovoltaic single project mechanism power declaration ceiling ratio is 90%.
(IV) average utilization hours
The average utilization hours of wind power and photovoltaic in the past three years are 1975 hours and 1009 hours respectively.
the upper and lower limits of (V) bidding
the upper limit of bidding is 0.335 yuan/kWh for wind power, 0.345 yuan/kWh for photovoltaic, 0.19 yuan/kWh for wind power and 0.25 yuan/kWh for photovoltaic.
(VI) execution period
Wind power, photovoltaic execution period is 12 years.
3. other matters
the application of bidding qualification for (I) distributed new energy incremental projects shall be organized and implemented by Guizhou electric power trading center. Within 5 days from the date of issuance of this notice, a bidding qualification declaration announcement shall be issued to clarify specific matters such as the declaration process, declaration materials, timing, and operating rules. The special class for market-oriented reform of new energy feed-in electricity price shall be responsible for the project qualification examination. After the examination results are issued, the Provincial Energy Bureau shall provide the “Bidding List for 2026 New Energy Incremental Distributed Projects in Guizhou Province” to the Provincial Development and Reform Commission according to the examination results. Guizhou Electric Power Trading Center shall make a point-to-point qualification examination confirmation notice.
within 5 days from the date of issuance of the (II) audit results, Guizhou electric power trading center shall issue a 2026 new energy incremental project mechanism electricity price bidding announcement, clarify the bidding process, time arrangement, results publicity and other specific matters, and organize the implementation.
if (III) have any questions about the bidding qualification of new energy incremental projects in 2026, please consult the special class for market-oriented reform of new energy on-line electricity price (contact person and telephone number: new energy and renewable energy department of provincial energy bureau, 0851-86891194; Price Management Office of Provincial Development and Reform Commission, 0851-85296575).
The bidding entities of the (IV) shall strictly abide by the bidding rules and relevant regulations, and shall not disturb the bidding order by abusing market power or using third-party plug-in software. Once verified, it will be severely investigated and dealt with in accordance with relevant regulations.
The final results of the (V) bidding will be announced separately by the Guizhou Provincial Development and Reform Commission.
(VI) matters not covered shall be implemented in accordance with the detailed rules for the implementation of bidding for sustainable development mechanism of incremental new energy projects in Guizhou Province (for trial implementation).
