on March 31, the photovoltaic hydrogen production and hydrogen energy supporting industry project in Luquan district of Shijiazhuang, invested and constructed by China energy construction, successfully produced the first green hydrogen. this hydrogen production successfully verified the feasibility of the project’s photovoltaic power generation off-grid hydrogen production process and the reliability of equipment operation, marking a new step in the layout of China energy construction green hydrogen. The project is located in Luquan District, Shijiazhuang City, Hebei Province. With a total investment of RMB 3.2 billion, its business scope encompasses the application of water electrolysis for hydrogen production, as well as the construction and operation of integrated energy refueling stations. The project employs advanced alkaline water electrolysis for hydrogen production. Leveraging Luquan District’s abundant photovoltaic resources, it achieves “direct supply of green electricity and zero-carbon hydrogen production.” Every cubic meter of hydrogen is derived from clean, renewable energy, with no carbon emissions throughout the entire production process.

on may 12, 2023, zhongneng hydrogen energy co., ltd. and luquan municipal people’s government signed an investment and development agreement on the photovoltaic hydrogen production and hydrogen energy supporting industry project in zhongneng shijiazhuang luquan district. On August 9 of the same year, the project of photovoltaic hydrogen production and hydrogen energy supporting industries in shijiazhuang luquan district was put on record.
on October 14, 2024, zhongneng will build the EPC general contracting project of photovoltaic hydrogen production and hydrogen energy supporting industry project in luquan district of Shijiazhuang-the results will be announced. the winning bidder is zhongnan electric power design institute co., ltd. of China electric power engineering consulting group, and the winning bid price is 366.2242 million yuan.
on January 2, 2025, the development and reform Commission of Hebei province issued the “list of key construction projects in Hebei province in 2025”. the results of photovoltaic hydrogen production and hydrogen energy supporting industry projects in luquan district of Shijiazhuang that can build green hydrogen were included in the list. On February 12, the project successfully passed the EIA approval. On March 7, the project invited bids for reciprocating compressor goods, spherical storage tank (including hydrogen and oxygen storage tank) goods, hydrogen diaphragm compressor, hydrogen filling column goods and 35kV three-phase double winding power transformer goods. On October 17, the project invited bids for the procurement of flexible hydrogen and oxygen production intelligent control and simulation system.
On March 31, 2026, the first green hydrogen will be successfully produced in the photovoltaic hydrogen production and hydrogen energy supporting industry project in Luquan District of Shijiazhuang.
