Wang Xiaoyan, deputy secretary of the Party committee and director of Inner Mongolia Electric Power Group, introduced the “double ten measures”. Yan Jun and Xu Xiaobin, members of the Party committee and deputy general managers, and Wang Lixin, deputy general manager, answered questions from reporters.
Wang Xiaoyan introduced that Inner Mongolia Electric Power Group’s “Double Ten Initiative” focuses on serving the high-quality economic and social development of the autonomous region and focuses on five major directions to promote its implementation:
to build a strong power grid. During the 15th Five-Year Plan period, the accumulated power grid investment exceeded 200 billion yuan, to build UHV AC backbone grid and “six horizontal and seven vertical” 500 kV backbone network, and to exceed 60 million kilowatts in 2030;
ensure the supply of green electricity, build a new generation of electricity market trading platform, add 30 million kilowatts of new energy access and 90 billion kilowatt hours of green electricity transaction in 2026;
consolidate the calculation base, seize the strategic opportunity of “counting east and counting west”, customize the green electricity channel for the calculation hub of Helinger and Wulanchabu, and help build the national green calculation output highland;
stimulate market vitality, improve the diversified collaborative market system, improve the carbon footprint accounting system for high-carbon industries in 2027, and all industrial and commercial users will enter the market in 2030.
strengthen high-quality services, build a 7 × 24-hour online Mongolian power intelligent service platform, complete the transformation of 1700 power distribution lines in agricultural and pastoral areas in 2026, and build 15 county-level “zero-planned power outage” demonstration areas, to achieve remote Gacha, border pastoral areas of the network electricity “should be connected to the full”.
in the field of digital and intelligent promotion of western Mongolia power grid, the “double ten measures” also anchor the five major directions to make precise efforts and systematically promote:
digital strong network, invest 15 billion yuan to start the three-year digital and intelligent promotion action, in 2028, the coverage rate of digital twin model for UHV and 500 kV power grid is 100, and the coverage rate of intelligent equipment exceeds 60%.
intelligent consumption, construction of a new generation of intelligent control system, 100 unified management of grid-connected new energy stations in 2028, with local consumption of new energy accounting for more than 96%;
AI empowerment, construction of “Mengdian large model”, landing 8 AI application scenarios, the coverage rate of artificial intelligence core business scenarios in 2028 is 80%;
electric carbon coordination, the construction of an autonomous region energy carbon management platform, in 2028 to achieve full coverage of online monitoring of carbon emission data of key emission units, full coverage of intelligent charging network flag counties;
build a safe foundation, build an intelligent safe middle platform, and realize 80% coverage of autonomous and controllable transformation of the core information system in 2028, network security threat identification and response time is reduced to seconds.
