in order to support the construction of a number of grid-side independent energy storage projects with solid preliminary work and mature conditions as soon as possible and ensure the completion of the annual energy storage development goals, the relevant matters concerning the organization’s declaration of the 2026 grid-side independent energy storage project are hereby notified as follows.
1. declaration requirements:
this declaration project must ensure that the construction is officially started before June 30, 2026, and the grid-connected independent energy storage is completed before December 31, 2026.
2. selection method
the municipal energy authorities organize the grid-side independent energy storage project units with mature conditions within their jurisdiction to actively declare, truthfully fill in the grid-side independent energy storage project commencement condition review form (annex 1) according to the current situation of the project, and prepare the project declaration form (annex 2). Energy authorities of all cities, based on the materials provided by project proponents, shall conduct a preliminary review of the projects submitted within their jurisdictions to determine compliance with the application requirements. Projects that pass the review shall be compiled and submitted to our commission.

1. municipal submission: all cities are requested to submit the project application materials (including application forms and summary forms) that meet the application requirements to the new energy department of the Commission before April 20, 2026. Failure to submit by the deadline will be deemed a voluntary waiver. 2. Provincial Review and Public Announcement: Our commission will review the projects submitted by the city-level authorities and publicly announce the review results. After the public notice period elapses without objection, it will be included in the 2026 grid-side independent energy storage project construction list. 3.
