Promote the co-construction and sharing of public infrastructure in the park, promote centralized gas supply, heating and water supply, and realize the economical and intensive use of land resources, the cascade use of energy, and the recycling of water resources. Reasonably extend the industrial chain, carry out waste source reduction and comprehensive resource utilization actions, promote the resource utilization of industrial solid waste, residual pressure, residual heat and residual cold, waste liquid, waste gas and waste residue, and promote the transformation of the use of production factors from extensive to intensive.

(VIII) deepen the reform and innovation of the park. Support local governments, park enterprises, power generation enterprises, power grid enterprises, energy integrated service providers and other entities to participate in the construction of zero-carbon parks, and promote the application of new business models such as source-network-load-storage integration, load aggregation services and integrated energy management services in the park. Support the park to participate in power market transactions in the form of virtual power plant aggregation, improve the park’s overall energy coordination and management capabilities, and enhance resource allocation efficiency and power system stability. Encourage park enterprises to achieve more carbon emission reductions by purchasing carbon credit products such as national certified voluntary emission reductions (CCER) and provincial carbon inclusion.
3. construction procedures

The Provincial Energy Bureau guides all localities to strengthen the construction and reform and innovation of the green energy supply system in the zero-carbon park, and promote the transformation of the park’s energy use model. The development and reform departments of all cities (prefectures), together with the industry and information technology, energy departments and other relevant departments and units, do a good job in implementing the work in the light of reality.

Coordinate the use of funds from the central budget, ultra-long-term special government bonds, local government bonds and other funding channels to support the construction of zero-carbon parks. Through special funds for high-quality industrial development at the provincial level, scientific and technological cohesion, and pollution prevention and control, financial support will be given to qualified project construction and scientific research in the zero-carbon park. Encourage financial institutions to support the construction of eligible projects in the Zero Carbon Park through a variety of monetary tools such as carbon emission reduction, technological innovation and technological transformation refinancing. Support enterprises in the park to raise funds in the capital market and expand financing channels.
(III) strengthen service guarantee. Establish a zero-carbon park construction expert database to provide intellectual support for the park construction. Support the introduction of professional technical institutions in the park to provide comprehensive services for enterprises to save energy and reduce carbon, carbon emission accounting management, carbon trading, product carbon footprint certification, etc. Strengthen the new park, new energy power supply, power supply facilities and other land security. Clarify the price policy and promote the near consumption of new energy power generation.
