In case of forest fire and other safety accidents in the production and construction area of the project, the project construction unit shall immediately start the emergency plan, organize on-site personnel to put out the fire, control the spread of the fire, prevent personnel from entering the fire scene or being trapped in the fire scene, and truthfully report to the county emergency management, forestry, development and reform departments and the local township (town) government within 30 minutes, the content includes the accident time, specific location, fire site scope, preliminary cause, on-site personnel situation, weather and wind conditions, trapped villages and personnel situation, possible impact scope, surrounding environment and road conditions, water, electricity, heating and information disaster situation, etc. After receiving the report, the local township (town) people’s government shall immediately report to the county government and initiate emergency response at the township (town) level; after receiving the report, the relevant departments shall immediately report the accident level by level according to their responsibilities and initiate the emergency response of their own departments.
2. Emergency response. County emergency, forestry, development and reform, forest fire rescue and other relevant departments should quickly organize rescue forces to rush to the scene for disposal according to the accident situation. Article 26 staff of relevant departments and local township (town) people’s governments who abuse their power, neglect their duties or engage in malpractices for personal gain in the construction safety management of wind power and photovoltaic power generation projects shall be punished according to law; if a crime is constituted, criminal responsibility shall be investigated according to law.
