According to the announcement, in accordance with the requirements of the document “Sichuan Provincial Development and Reform Commission
Sichuan Provincial Energy Bureau on the issuance of evaluation opinions” (Sichuan Development and Reform Energy Letter [2025] No. 578), organize the implementation of the project legal person optimization.

Construction requirements

(I) construction mode. The site of the integrated photovoltaic power generation project of source, network, load and storage in kangding city plot 2 involves the area of kangding photovoltaic site 2 (planning scale 3.5 million kilowatts) planned in Ganzi prefecture photovoltaic resources survey and base planning (2022 edition). the planned development scale is 650000 kilowatts, of which 300000 kilowatts of installed capacity are planned to adopt the development method of “green electricity directly connected to photovoltaic direct supply” and to be equipped with 150000 kilowatts/600000 kilowatt hours of energy storage, the remaining 350000 kilowatts of installed capacity using the “1 N” development model. Considering the collected power supply and local load level of 500 kV substation in xinduqiao, the project does not have all the implementation conditions for the time being. The project is temporarily implemented on a scale of 350000 kilowatts. The “green power direct photovoltaic direct supply” part will be implemented according to the requirements of the detailed rules after the detailed rules and policies for the implementation of green power direct connection in Sichuan Province are issued.

(II) scheduling. The project will be constructed in accordance with the schedule of evaluation opinions of Sichuan Engineering Consulting Institute. For the 300000-kilowatt photovoltaic green power direct connection part, research on the access scheme will be carried out in accordance with the requirements of the detailed rules for the implementation of green power direct connection after the promulgation. The 350000-kilowatt photovoltaic project will take into account the pooling capacity of xinduqiao 500 kV substation, and the construction sequence will be coordinated with the main transformer expansion project of xinduqiao 500 kV substation.

(III) technical solutions. On the basis of meeting the requirements of national and provincial technical standards for the construction of photovoltaic power generation projects, including but not limited to the following.

(1) encourage development enterprises to carry out the overall design of the project according to the terrain and geological conditions, adopt advanced technology, energy saving and environmental protection, and suitable for the regional environment of photovoltaic modules, prohibit the use of cast-in-place concrete pile foundation.

(2) Based on the principle of intensive land use, an integrated solution suitable for cold plateau areas is adopted to improve the efficiency of photovoltaic power plant systems and reduce investment costs. Encourage the optimization and innovation of the whole process from power station construction to operation and maintenance, and effectively integrate digital information technology and photovoltaic technology.

(3) Fully consider the adaptability of ecological environmental protection and natural environment, strive to minimize the adverse impact of engineering design and construction on the environment, and adhere to the “three simultaneous” (simultaneous design, simultaneous construction and simultaneous completion) of environmental protection facilities and engineering construction. Application materials such as construction organization plan and technical optimization plan shall be prepared by each reporting unit.

(4) in accordance with the “State Forestry and Grassland Bureau Office on supporting the development of photovoltaic power generation industry standardized use of grassland related work notice” (office grass word [2023] No. 126) document requirements, the project photovoltaic panel lower edge distance from the lowest point of the ground is set at 2 meters.
