on April 10, Shaanxi provincial development and reform Commission issued the notice on applying for 2026 grid side independent energy storage project. this application project must ensure that the construction will be officially started before June 30, 2026 and the grid side independent energy storage will be completed before December 31, 2026.
For projects listed on the list to be connected to the grid before the end of 2026, they will be included in the annual construction plan and enjoy the capacity tariff policy. For projects listed in the list that cannot be connected to the grid on schedule (before December 31, 2026), the project will be disqualified from being included in the provincial annual construction plan and capacity list from 2026 to 2027.

development and reform commissions of various districts and cities, Tongchuan energy bureau and Yangling demonstration zone development and reform bureau:
in order to support the construction of a number of grid-side independent energy storage projects with solid preliminary work and mature conditions as soon as possible, and to ensure the completion of the annual energy storage development target, the relevant matters concerning the organization and declaration of grid-side independent energy storage projects in 2026 are hereby notified as follows.
1. declaration requirements:
this declaration project must ensure that the construction will be officially started before June 30, 2026 and the grid-connected independent energy storage will be completed before December 31, 2026.
2. selection method
municipal energy authorities organize grid-side independent energy storage project units with mature conditions within their jurisdiction to actively declare, truthfully fill in the grid-side independent energy storage project commencement condition review form (annex 1) according to the current situation of the project, and prepare the project declaration form (annex 2). Based on the information provided by the project owners, the municipal energy authorities conduct a preliminary review of the declared projects within their jurisdiction to confirm whether they meet the declaration requirements, and submit the approved projects to our committee.
3. work procedures
1. municipal submission: all cities are requested to submit the project application materials (including application form and summary form) that meet the application requirements to the new energy department of the Commission before April 20, 2026. If it is not submitted within the time limit, it shall be regarded as an automatic waiver.
2. provincial review and publicity: our committee reviews the projects submitted at the municipal level and publicizes the results of the review. After publicity without objection, it will be included in the list of independent energy storage projects on the grid side in 2022.
3. For projects listed on the list and connected to the grid before the end of 2026, they will be included in the annual construction plan and enjoy the capacity electricity price policy. For projects listed in the list that cannot be connected to the grid on schedule (before December 31, 2026), the project will be disqualified from being included in the provincial annual construction plan and capacity list from 2026 to 2027.
