In order to thoroughly implement the work arrangements of the provincial party committee and the provincial government, vigorously promote energy transformation, and do a good job in the development and construction of centralized wind power and photovoltaic power generation in the province this year, our bureau has compiled the “Shanxi Province 2026 Wind Power, Photovoltaic Power Generation Development and Construction Competitive Allocation Work Plan” (hereinafter referred to as the “Plan”), which is hereby issued to you, and the relevant matters are notified as follows, please earnestly implement.

1. high-quality overall development

municipal energy bureaus should follow the idea of “starting a batch, reserving a batch, planning a batch”, closely follow the key links such as available land resources, scenery resource endowment, power consumption, etc., find out the local wind power and photovoltaic development resources, coordinate the development of base projects, and plan and reserve new projects according to local conditions.

2. carefully do a good job in the preliminary examination of the project

according to the working idea of mature batch, organizing batch and arranging batch, the municipal energy bureau should carefully review and check the project data, fully consider the development and construction of the existing projects of the reporting enterprises, and regularly sort out the pre-examination procedures of the project land and the handling of power grid opinions, projects that are reported to obtain new energy “standard land” on schedule.

3. standardize the order of project development

the municipal energy bureaus should abide by the relevant national policies and strictly implement the relevant requirements of the state on the special rectification of improper market intervention. For projects that have obtained annual development and construction indicators, the reporting unit and the operating unit must be the same subject, and it is strictly prohibited to transfer without authorization within 5 years after the construction period and full capacity are connected to the grid.

4. report the project materials on time

all municipal energy bureaus are requested to submit the official application documents (3 copies) and project materials (5 copies in paper version and 2 copies in U disk electronic version) to the provincial energy bureau before April 20, which requires the original cad/shape/kmz electronic documents with coordinates of the project site selection scope.

in order to thoroughly implement the new energy security strategy of “four revolutions and one cooperation, anchor the goal of carbon neutrality, closely follow the” 15th Five-Year Plan “new energy expansion, quality improvement, and reliable alternative development requirements, in-depth promotion of the province’s energy revolution comprehensive reform pilot, focus on promoting energy transformation, and do a good job in wind power and photovoltaic power generation The development and construction of the project, according to the requirements of the relevant documents of the National Energy Administration, combined with the actual situation of our province, and in accordance with the principles of openness, fairness and justice, this plan is formulated.

1. declaration conditions

(I) enterprise conditions

1. The declaration enterprise shall be an independent legal entity with continuous investment capacity and experience in the development, construction and operation of new energy projects.

2. The reporting enterprise shall be honest and trustworthy, earnestly fulfill the approved project development and construction commitments, and have no unexpired dishonesty records on the national and provincial credit platforms.

3. Since the competitive allocation last year, there have been no major or above accidents in the construction or operation of power projects in our province.

(II) project conditions

1. the single project shall not be less than 60000 kilowatts, and the expansion project of booster station and delivery line using the new energy project that has been put into operation shall not be limited by scale.

2. The declared project must comply with the relevant provisions of the state and the industrial development of our province.

3. The site selection of the declared project must meet the relevant requirements of natural resources, environmental protection, water conservancy, forest and grass, cultural relics, power grid, etc., and obtain “standard land” for new energy (only refers to the land pre-examination procedures and power grid opinions that the project has obtained).

4. The declared project has signed a resource development agreement with the people’s government at or above the county level, and has signed a land lease agreement with the land ownership unit or owner, which should avoid overlapping with the coordinates of the project that has been included in the plan or declared at the same time.

5. Wind power projects must provide a complete year of wind data.

6. The declared project shall be connected to the grid in full capacity within 18 months after the construction plan is issued.

2. organization procedure

(I) municipal preliminary evaluation. On the basis of project reserve work, the municipal energy bureaus shall fully consider “rewarding the good and punishing the bad”, conduct a preliminary qualification review of the declared enterprises and projects according to the basic conditions of competitive allocation, and submit the preliminary evaluation work and the results of the primary selection to the Provincial Energy Bureau on schedule.

(II) provincial audits. The Provincial Energy Bureau organizes relevant departments such as development and reform, natural resources, ecological environment, water conservancy, forestry and grass, cultural relics, and power grid companies and industry experts to form a review team to review the projects declared by each city. After the projects that meet the requirements are publicized without objection, The construction plan is issued according to the procedure.

(III) implementation. The municipal energy bureaus should establish a monthly scheduling mechanism, urge enterprises to scientifically organize project construction, optimize work processes, rationally arrange construction periods, strengthen project quality control, and ensure that projects are connected to the grid with full capacity on schedule.

3. work requirements

(I) strict competitive allocation

1. Adhere to the principles of openness, fairness and impartiality, disclose the plan, process and results, and implement fair competition and optimal allocation of projects. Standardize the order of development and construction, and shall not use industrial support as the threshold for project development and construction.

2. The reporting enterprise shall provide relevant information and undertaking in accordance with the requirements of Annexes 1 and 2 to ensure the authenticity of the information.

3. In the process of project optimization, the application materials of the enterprise and the construction progress and quality of the existing wind power and photovoltaic power generation projects of the declared enterprise will be comprehensively considered.

(II) co-ordination of high-quality development

1. Insist on efficient and intensive development. We will implement large-scale and intensive development, speed up the construction of existing projects and the planning and reserve of new projects according to local conditions, encourage “fat and thin matching”, and realize the centralized and intensive full utilization of land resources.

2. Adhere to the diversification of market subjects. Give full play to the advantages of various types of capital, and encourage central enterprises in Shanxi, provincial enterprises, and private enterprises to participate in the development and construction of wind power and photovoltaic power generation projects. Encourage state-owned enterprises to offer at least 10% of the project equity to attract private enterprises to participate.

3. Adhere to the leadership of technological innovation. Encourage enterprises to play the complementary characteristics of wind power, photovoltaic power generation, the implementation of integrated development. Priority will be given to supporting new system-friendly power stations and “artificial intelligence + new energy” integration and application projects, promoting the intelligent, efficient and friendly development of scenery projects, and enhancing the reliable substitution capacity of new energy.

(III) improve the whole process of supervision

1. the municipal energy bureau to guide the project unit to do a good job of new energy “standard” and project reserves.

2. Projects that have obtained annual development and construction indicators shall not be transferred without authorization within the prescribed time limit. Once discovered and verified, they will be disqualified from participating in the development of wind power and photovoltaic power generation projects across the province.

3. The municipal energy bureaus should strengthen supervision and supervision, carefully sort out the construction of the projects that have been arranged, establish and improve the work ledger, pay attention to the tracking and effectiveness, and promote the project to start construction as soon as possible and complete as soon as possible.

4. For projects included in this year’s construction plan but not completed on schedule, the municipal energy bureau shall put forward opinions on adjusting the scale after the enterprise’s commitment expires and report to the provincial energy bureau.
