This year, our province will adhere to the principle of “openness, fairness and justice”, select high-quality projects and enterprises through a scientific and standardized competition mechanism, promote the large-scale, intensive and intelligent development of wind power and photovoltaic projects, and help achieve the goal of carbon peak and carbon neutrality.
According to the “Plan”, in terms of projects, the declared enterprise should be an independent legal entity with continuous investment capabilities and experience in the development, construction and operation of new energy projects. The reporting enterprise should be honest and trustworthy, earnestly fulfill the approved project development and construction commitments, and have no unexpired record of dishonesty on the national and provincial credit platforms. Since the competitive allocation last year, the group of the declared enterprise has not had any major or above accidents during the construction or operation of electric power projects in our province. The single project is not less than 60000 kilowatts, and the expansion project of the booster station and the transmission line of the new energy project that has been put into operation is not limited by scale. The site selection of the declared project must meet the relevant requirements of natural resources, environmental protection, water conservancy, forest and grass, cultural relics, power grid, etc., and obtain the “standard land” of new energy (only means that the project has obtained the land pre-examination procedures and power grid opinions). Wind power projects must provide a full year of wind data. The declared project shall be fully connected to the grid within 18 months after the construction plan is issued.
This configuration is divided into three stages: municipal preliminary evaluation, provincial review and implementation. The Energy Bureau will jointly form a review team with development and reform, natural resources, ecological environment, water conservancy, forestry and grass, cultural relics and other departments, as well as power grid enterprises and industry experts, to conduct a comprehensive evaluation of the project, and issue a construction plan after publicity without objection.
This time, it is also particularly emphasized that for projects that have obtained annual development targets, the reporting unit and the operating unit must be the same subject, and unauthorized transfer within 5 years after the construction period and full capacity are strictly prohibited. Once the illegal transfer is verified, the enterprise will be disqualified from the development of new energy projects in the province.
It is reported that in order to stimulate market vitality, our province adheres to the diversification of market subjects. Fully leverage the respective advantages of different types of capital, and encourage central state-owned enterprises based in Shanxi, provincial-level state-owned enterprises, and private enterprises to participate in the development and construction of wind power and photovoltaic power projects. State-owned enterprises are encouraged to offer at least 10% equity in their projects to attract participation by private firms. At the same time, enterprises are encouraged to play the complementary characteristics of wind power and photovoltaic power generation and implement integrated development. Priority will be given to projects that develop new, grid-friendly power plants and to initiatives integrating artificial intelligence with renewable energy. These efforts will advance the intelligent, efficient, and grid-interactive development of wind and solar projects, thereby enhancing the reliability and substitutability of renewable energy.
