On April 3, the Hainan Provincial Development and Reform Commission issued the “Notice on Clarifying the Average Load Rate Standards and Related Price Policies for New Energy Nearby Consumption Projects.”
this notice is applicable to new energy consumption projects (hereinafter referred to as “projects”) such as the integration of source network, load and storage, zero carbon park, green power direct connection and other new energy consumption projects (hereinafter referred to as “projects”) that are recognized by the energy authorities of our province and meet the access conditions of the national development and reform Commission for nearby consumption projects. The project needs to meet the core requirements of not less than 60% of the total available electricity consumption and not less than 30% of the total electricity consumption of new energy, with clear physical interface, safety responsibility interface and perfect sub-meter measurement conditions.

(I) qualified nearby consumption projects, the transmission and distribution charges shall be paid according to the capacity (demand), and the off-grid electricity of the project will no longer pay the system backup charges and the electricity charges for the transmission and distribution links.
calculation formula: monthly capacity (demand) electricity charge = capacity (demand) electricity charge paid according to the current policy + current electricity price standard of the voltage level * average load rate * 730 hours * access to public power grid capacity
(II) projects with high requirements for power supply reliability and capacity backup as required, you can choose to continue to pay according to the current two-part transmission and distribution price model in our province, of which the capacity (demand) electricity charges are implemented according to the current policy, and the electricity charges are paid according to the actual electricity consumption (including spontaneous self-consumption) and the electricity price standard of the voltage level. If the payment mode is changed, an application for changing the payment mode shall be submitted to the power grid enterprise 15 working days in advance, and the change interval shall not be less than 3 months.
(III) projects are treated as industrial and commercial users when using the public power grid, and the off-grid electricity needs to bear the system operating costs fairly, which is implemented in accordance with the relevant current policies of the National Development and Reform Commission and our province.

In order to thoroughly implement the requirements of the “Notice of the National Development and Reform Commission and National Energy Administration on Improving the Price Mechanism to Promote the Nearby Consumption of New Energy” (Development and Reform Price [2025] No. 1192), improve the formation mechanism of the Nearby consumption price of new energy, and promote the high-level consumption and utilization of new energy, the average load rate standard and relevant price policies of the Nearby Nearby Nearby Nearby Needs consumption of new energy are hereby specified as follows.
1. scope of application and basic principles
(I) this notice is applicable to new energy consumption projects (hereinafter referred to as “projects”) such as source network-load storage integration, zero carbon park, green power direct connection, etc., which are recognized by the energy department of our province and meet the access conditions of the national development and reform Commission for nearby consumption projects. The project needs to meet the core requirements of not less than 60% of the total available electricity consumption and not less than 30% of the total electricity consumption of new energy, with clear physical interface, safety responsibility interface and perfect sub-meter measurement conditions.
(II) this notice follows the basic principle of “who benefits and who bears”, scientifically approves the average load rate standard, standardizes the calculation and collection method of project transmission and distribution charges, ensures the stable supply of public power grid and reasonable recovery of service costs, reduces the project electricity consumption costs, and stimulates the enthusiasm of market entities to participate in the nearby consumption of new energy.
2. the relevant regulations on the calculation and collection of power transmission and distribution charges
(I) qualified nearby consumption projects, the power transmission and distribution charges shall be paid according to the capacity (demand), and the off-grid electricity of the project will no longer be subject to the system standby fee and the electricity charge in the transmission and distribution link.

3. average load rate standard

4. division of responsibilities and supervision and management
(I) Hainan power grid co., ltd. to do a good job in project access verification, installation and operation of all-link metering devices, electricity charge accounting and collection, etc., and make monthly statistics on project operation data and electricity charge settlement, before the end of March each year, the actual operation data of the two-part industrial and commercial user load rate of 110 kV and above in the previous year shall be submitted to our Committee, and the annual average load rate standard review shall be carried out.
(II) the project owners to strictly implement the relevant policy requirements of the National Development and Reform Commission and our province, ensure that the project continues to meet the identification conditions for the nearby consumption of new energy, truthfully provide project-related information, cooperate with power grid enterprises to do a good job in measurement, settlement and other work, and strictly fulfill the power supply and consumption contract.
(III) the development and reform departments of all cities and counties to do a good job in publicizing and implementing policies within their jurisdiction, and coordinate and solve problems in policy implementation in a timely manner. Our committee will work with relevant departments to strengthen the supervision and inspection of the implementation of the policy, and deal with violations of electricity charges, false reports and concealed operating data, etc., in accordance with laws and regulations.
5. supplementary provisions
(I) matters not covered in this notice, it shall be implemented in accordance with the notice of the national development and Reform Commission and the national energy administration on improving the price mechanism to promote the nearby consumption of new energy power generation, relevant ministries and commissions and other relevant electricity price policies in our province.
(II) This notice shall come into force as of the date of issuance. If the relevant regulations of our province are inconsistent with this notice, this notice shall prevail.
