on April 8, the development and reform bureau of Zhongshan city, Guangdong province issued the “management measures for the development and construction of distributed photovoltaic power generation in Zhongshan city (draft for comments)”. the document proposes that for photovoltaic power generation projects constructed by industrial and commercial plants and their affiliated sites, the following two situations can be managed with reference to large-scale industrial and commercial distributed photovoltaic power generation projects: the first is that industrial and commercial plants are powered by 2 circuits and above 10kv lines, the installed photovoltaic capacity connected to each 10 kV line does not exceed 6 MW, and the total installed capacity of the project does not exceed 50 MW; the second is that the project adopts a full self-use mode, and the voltage level of the connection point with the public power grid does not exceed The voltage level of the existing power supply line in the industrial and commercial plant.
For distributed photovoltaics for non-natural households, consolidated filing and separate access to the grid are allowed. The following conditions must be met for the combined filing:(1) the investment subject is the same legal entity;(2) it is not allowed to apply for project filing across towns and streets;(3) the construction site, scale and content of a single project are clear. The rest of the distributed photovoltaic power generation project shall not be consolidated for the record. Within the same land red line, industrial and commercial distributed photovoltaic power generation projects constructed in the form of phased construction and separate development by different investment entities can be filed as new projects, but no new connection points with the public power grid are allowed.
