On April 10, the Ministry of Industry and Information Technology held the 2026 National Electronic Information Manufacturing Industry Conference in Wuhan, Hubei Province, to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important instructions on the development of the electronic information industry. Summarize the development results of the electronic information manufacturing industry during the “14th Five-Year Plan” period and 2025, study the development situation of the industry, and deploy the next phase of key work. The meeting pointed out that under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, with the joint efforts of all localities, departments and industries, my country’s electronic information manufacturing industry has achieved positive results. In 2025, the operating income of the computer, communications and other electronic equipment manufacturing industry will reach 17.4 trillion billion yuan, accounting for 12.5 percent of industrial revenue, ranking first among 41 industrial categories for 13 consecutive years. During the “14th Five-Year Plan” period, integrated circuits, servers, new displays and other industries achieved new breakthroughs, the development of artificial intelligence terminals entered the fast lane, Beidou scale applications made new progress, the photovoltaic industry showed a bottoming out trend, and the safety capabilities of the lithium battery industry continued to improve. It has made positive contributions to accelerating the promotion of new industrialization, building a manufacturing power and a network power.
The meeting emphasized that during the “Tenth Five-Year Plan” period, my country’s development environment is facing profound and complex changes. It is in a period of coexistence of strategic opportunities and risks and challenges, and increasing uncertainties and unpredictable factors. It is necessary to unify thoughts and actions with the Party Central Committee. We will also effectively implement the mandatory national standard for portable power banks, address the issue of overly complex TV user interfaces, and promote the standardization of mobile phone charging ports, thereby continuously meeting the public’s aspirations for a better life. Adhering to an innovation-driven approach, we will meticulously formulate the relevant plans for the electronic information manufacturing industry under the 15th Five-Year Plan, accelerate the development of the fifth-generation RISC-V ecosystem, vigorously promote iterative upgrades of AI-enabled terminals, drive synchronized breakthroughs in both complete equipment and key components, create “hit” products, and expand diverse application scenarios. Adhering to a value-driven approach, we will promote the high-quality development of the advanced computing industry, accelerate the establishment of an efficient and unified AI chip computing interconnect ecosystem, and steer the industrial chain toward higher-value segments. Adhering to a problem-oriented approach, we will thoroughly analyze the current challenges facing the industry, formulate a targeted development roadmap, resolutely break down “involutionary” competition in the photovoltaic sector, and enhance the resilience and security of key industrial and supply chains. Adhere to a results-oriented approach, foster and practice a correct view of official achievements, and remain committed to benefiting the people, making sound, evidence-based decisions, and pursuing truth from facts. We will accelerate the issuance of policy documents in areas such as spatiotemporal information and satellite internet, and strive to deliver tangible outcomes that can stand the test of practice, the people, and history.
