relevant enterprises in the zone:
in accordance with the requirements of the notice of the municipal development and reform Commission on organizing the application of financial subsidies for high-efficiency photovoltaic modules, optical storage and comprehensive energy optimization projects in 2025 and the detailed rules for the implementation of financial subsidies for several measures to promote the development of photovoltaic industry in Xi’ an (the municipal development and reform Commission [2025] No. 122, hereinafter referred to as the “detailed rules for implementation”), the relevant matters concerning the application of financial subsidies for high-efficiency photovoltaic modules, optical storage and comprehensive energy optimization projects in 2025 are hereby notified as follows:
1. application scope
the projects applying for subsidies this time shall meet the subsidy conditions and scope stipulated in the detailed rules for implementation, as follows:
(I) subsidies for high-efficiency photovoltaic modules
photovoltaic power generation projects (including distributed photovoltaic and centralized photovoltaic) filed and connected to the grid in Xi ‘an city; The actual conversion efficiency of the components used in the project is above 24.2%; The project shall be connected to the grid from January 1, 2025 to December 31, 2025.
subsidies for (II) optical storage projects
distributed photovoltaic projects with a capacity of more than 1 MW shall be filed and connected to the grid in Xi ‘an city. The proportion of supporting energy storage allocation exceeds 20% and the duration is more than 2 hours. The project shall be connected to the grid from January 1, 2025 to December 31, 2025 and the energy storage system shall be actually operated.
(III) comprehensive energy optimization project subsidy
a comprehensive smart energy and combined cooling and heating power project that is filed and connected to the grid in Xi ‘an city and integrates electricity, gas and heating energy. The project shall run for one complete cycle (the operation cycle of heating facilities is from November 15, 2025 to March 15, 2026); the project shall be connected to the grid during the period from January 1, 2025 to December 31, 2025.
2. application materials
each application unit (natural person) shall apply to the development and reform department where the project is located, and submit the following materials (paper version in quadruplicate and electronic version at the same time):
(I) subsidies for high-efficiency photovoltaic modules
1. Application Form for Special Funds for Clean Energy Development in Xi’an (Annex 1);
2. Invoice for components produced by purchasing enterprises and copy of component purchase contract;
3. certification materials (module specifications, third-party certification certificates, such as IEC, CQC, CGC certification) that the conversion efficiency of photovoltaic modules reaches more than 24.2;
4. photocopies of certification materials for project filing registration and grid connection procedures sealed by the power supply department and the examination and approval department;
5. A copy of the business license of the enterprise or the ID card of the natural person.
subsidies for (II) light storage projects
1. application form for special funds for clean energy development in Xi’ an city (annex 1);
2. invoices for purchasing components and energy storage systems (invoices must correspond to each declared project and cannot be bound);
3. Photocopies of certification materials for project registration and grid connection procedures stamped by the power supply department and the approval department;
4. Photocopies of certification materials for energy storage system operation data;
5. Photocopies of business license or identity card of natural person.
(III) comprehensive energy optimization project subsidy
1. “Xi ‘an clean energy development special fund application form” (annex 1);
2. “Xi ‘an comprehensive energy optimization project application outline” (annex 2);
3. “Xi ‘an comprehensive energy optimization project application commitment letter” (annex 3);
4. project filing (approval), grid connection and operation of the certification materials;
5. a copy of the business license of the enterprise or the identity card of the natural person.
3. declaration and review procedures
(I) district-level preliminary examination and acceptance
1. the high-tech zone development and reform bureau organizes project declaration within its jurisdiction and collects declaration materials.
2. in conjunction with the power supply company and industry experts (selected and appointed by the municipal development and reform Commission from the expert directory), conduct on-site inspection and acceptance of the project, focusing on verification:
high-efficiency components and optical storage projects: whether the technical parameters of photovoltaic components are consistent with the declaration, whether the energy storage system is actually in operation, and whether the filing, grid connection and power generation data are true;
comprehensive energy optimization project: whether the project construction content is consistent with the application outline and whether the operation data is true.
After passing the acceptance, the application form for special funds for clean energy development in Xi ‘an shall be sealed (signed) by the development and reform department, the power supply department and the acceptance experts for confirmation.
for the projects that have passed the examination and acceptance, the official documents (including the project list) will be submitted to the municipal development and reform Commission, and the project application materials (in duplicate) will be submitted at the same time.
(II) municipal review and review
1. efficient components and optical storage project: the municipal development and reform Commission will jointly review the reported materials and conduct spot checks when necessary.
2. Comprehensive energy use optimization project: the Municipal Development and Reform Commission organizes relevant departments and experts to conduct a comprehensive review to assess whether the project has typical significance and promotion value, as the basis for granting subsidies. Then, the projects that meet the subsidy conditions are publicized.
(III) publicity and fund allocation
the municipal development and reform Commission forms subsidy objects and subsidy fund allocation opinions according to the results of review, evaluation and publicity, and reports them to the municipal government for approval after soliciting the opinions of the municipal finance bureau. After approval, the Municipal Development and Reform Commission, in accordance with the requirements of budget management, entrusted a third-party platform to pay the subsidy funds in batches.
4. relevant requirements
(I) strict audit. The development and reform department of the high-tech zone will check the authenticity and compliance of the project one by one with the power supply company to ensure the accuracy of the application materials. For those who provide false materials to defraud subsidies, once verified, the subsidy qualification shall be canceled, and the issued funds shall be recovered and the relevant responsibilities shall be investigated.
(II) submit materials on time. All units are requested to submit the fund application form, Annex 4 and project application materials (all the above materials must be in triplicate) for the corresponding fields in Annex 1-Annex 3 to the Development and Reform Bureau of the High-tech Zone before 18:00 on April 21, 2026 (Monday), and the electronic version will be sent to the mailbox simultaneously. Applications will no longer be accepted after the deadline.
